In a strongly worded appeal to President Bola Ahmed Tinubu, the All Progressives Congress Initiative for Good Governance (APC-IGG) — a network led by eminent academics and grassroots party activists — has called for the appointment of Ambassador Muhammed Musa Tsoken as Head, Presidential Committee on Good Governance.

The open letter, signed and publicised by members of the APC-IGG’s Council of Professors and made public by its Chairman, Prof. Prince Michael Ikupolati describes Tsoken as “a selfless party stalwart whose track record makes him an ideal candidate” for the post.

The recommendation, according to APC-IGG, is not just political patronage but a strategic move to institutionalise the role of one of the party’s most active champions of good governance narratives.

From Grassroots Mobiliser to Policy Advocate Ambassador Tsoken is widely known within APC ranks as the National President / Convener of APC-IGG. Over the past three years, he has fronted governance campaigns, delivered policy-oriented commentaries, and mobilised youth and community structures in support of the APC agenda.

His record extends beyond APC-IGG. He served as the APC Presidential Campaign Council (APC-PCC) Coordinator, Taraba State Directorate of North-East Grassroots Engagement and Orientation; North-East Coordinator of the Asiwaju-Shettima Coalition for Good Governance (ATSCGG); North-East Coordinator, Good Governance Ambassadors of Nigeria (GOGAN); North-East Coordinator, APC National Mass Mobilisation for Better Orientation; Chairman, Board of Trustees, APC Concern Forum; and Deputy President General (North), National Coalition of Independent Support Groups for BAT/Shettima (N.C.I.S.G.B.S).

Supporters argue that this portfolio of roles reflects his unmatched reach within the party’s mobilisation and policy communication architecture — from ward-level engagement to high-profile national strategy.

Professors’ Backing and Policy Credentials APC-IGG’s academic wing also points to Tsoken’s policy literacy, citing his credential as a Fellow of Public Policy Analysis (FPPA). Under his leadership, the professors have produced a landmark work — Pathway to Economic and Social Development in Nigeria: A Guide to APC Government — a compilation of expert contributions from eminent Nigerian-extraction professors of economic and social sciences worldwide.

The book, convened by Tsoken, headed by Prof. Ikupolati and with Prof. Muhammed Yelwa as secretary of the publication, is sponsored and acknowledged by the Secretary to the Government of the Federation, Senator George Akume. Although yet to be publicly presented, it has already been hailed as a policy guide for the APC government.

According to Prof. Ikupolati, these professors are “ready to contribute their quota to the growth and development of the country” and are “solidly throwing their weight” behind Tsoken’s appointment.

    Why Tsoken?

APC-IGG argues that Tsoken’s leadership, visibility across broadcast, online, and grassroots platforms, and his ability to translate policy into credible public messaging uniquely qualify him for the role.

The group believes that as Head of the Presidential Committee on Good Governance, Tsoken could:

Build a public-facing evidence record of policy implementation linking government inputs to tangible outcomes.

Use multi-platform media engagement to counter misinformation and strengthen public buy-in for reforms.

Serve as a conduit between federal policies and state-level implementation, using his political networks to expedite problem-solving.

Balancing Partisan Roots with Governance Oversight Critics may question the independence of appointing a high-profile party operative to a governance oversight role. But APC-IGG maintains the move would be pragmatic — combining political reach with technical competence.

The group’s recent activities show its dual approach: amplifying government achievements while urging improvements where delivery lags. It has commended social welfare initiatives such as rice distribution and wage interventions, while pushing for pension reforms and agricultural mechanisation — all areas where Tsoken has been a vocal advocate.

Youth and Grassroots Endorsements Youth groups, particularly the APC Youth Association for Good Governance (YAG), have urged President Tinubu to “reward” Tsoken, citing his decisive contributions to APC’s 2023 electoral successes across several wards and states.

They see his appointment not just as recognition, but as an investment in sustaining the party’s outreach and accountability framework — an argument echoed by regional APC coordinators and allied political organisations.

The Strategic Pitch For APC-IGG and its backers, the case is clear: Amb. Muhammed Musa Tsoken has the political wiring, media savvy, and policy grounding to lead a committee tasked with evaluating, communicating, and defending the administration’s good-governance commitments.

Whether President Tinubu accepts the recommendation remains a political decision — but the campaign to secure Tsoken’s appointment has already demonstrated the one quality the proposed committee would need most: visibility.
